It intercepts agent requests, evaluates them against strict policies, and returns ALLOW, DENY, or REQUIRE_APPROVAL decisions. This prevents unauthorized changes, such as accidental mass updates, by requiring a certificate or invoice-based permission path before any mutation occurs.
