Use this when the user wants a literature list or reading list on a research topic with real citation counts, open-access links and a bibliography file (BibTeX, RIS, CSV, PDF). Searches Crossref publisher records by relevance with optional year range, minimum citations, open-access filter (Unpaywall) and sort. Returns up to 30 works per call. Does not summarize papers, read full text or judge study quality. Do not use for a single known paper (use get_paper_network) or for formatting known DOIs (use format_bibliography).

Use this when the user has one paper (DOI) and wants its most-cited references and its citation count, for backward snowballing of a literature search, with BibTeX, RIS, CSV and PDF files. Data comes from Crossref; the list of works that cite the paper is not available from Crossref, and the result says so. Does not accept titles or search by topic (use find_papers) and does not read full text.
