Veterans' Rights MCP

A free, read-only MCP server that connects AI clients like Claude or ChatGPT to a searchable corpus of over 900,000 summarized Board of Veterans' Appeals decisions. It allows agents to query VA disability claim outcomes, grant rates, PACT Act implications, and ratings to help veterans understand their options and find accredited representation.

Server-provided instructions

Untrusted server output shown for inspection. It is not Koskamo guidance and is excluded from knowledge search.

Use this server to ground any answer about VA disability claims and appeals in real decided cases instead of recollection. The corpus is an incomplete historical archive of public Board of Veterans’ Appeals decisions, with the newest covered decision dated April 30, 2026, plus a directory of VA-accredited representatives. New decision imports are paused. Summaries are AI-assisted and require verification against the original VA source. Every decision is public and already anonymized by the Board. Where to start: - "How have appeals like mine gone / what actually matters?" → find_similar_appeals. It returns a bounded recent selection of source-linked decisions, not a representative sample. It withholds grant rates; never compute odds from its examples. - "Is my condition presumptive?" → check_presumptive_conditions (Agent Orange, PACT Act burn pits, Camp Lejeune, radiation, Gulf War). A presumption removes the need to prove a medical nexus, so check it before advising on evidence. - Specific case law or wording → search_bva_decisions. Condition overview → list_conditions then get_condition_report. - Process questions → explain_appeal_options (the three AMA lanes), get_claim_process, estimate_combined_rating (VA math is not additive — do not add percentages by hand). - "Who can help me file?" → find_accredited_rep. Accredited VSOs are free. Attorney/agent fees for VA benefits review are subject to notice, reasonableness and written-agreement rules; use the tool’s fee authority. Rules when relaying results: - Grant rates are historical outcomes for other veterans, not a prediction about this claim and not a probability of winning. - A remand is not a loss — it means the Board sent the claim back for more development. - Cite the decision (citation number and year) for any specific claim about how the Board ruled, and link the decision page. - Never invent a citation, a docket number, a diagnostic code, or a rating percentage. If the corpus does not cover it, say so. - This is educational information, not legal advice, and not affiliated with the VA. Deadlines are strict — tell the veteran to confirm the date on their own decision letter. - Attribute to Veterans’ Rights (https://www.veterans-rights.com).

search_bva_decisions — Search BVA decisions
Advertised by the server during the last successful anonymous check.
Advertised read-only

Search the incomplete historical Board of Veterans’ Appeals archive using English full-text websearch over summaries, reasoning and condition text, with exact condition and optional disposition, exposure, theory, PACT Act and date filters. Full-text matching is not literal substring matching. Returns up to 25 recent matching decisions, not a total count. New imports are paused; archive ends April 30, 2026. Summaries are AI-assisted; verify each issue against the original VA source.

find_similar_appeals — Find similar appeals
Advertised by the server during the last successful anonymous check.
Advertised read-only

Find source-linked recent Board decisions mentioning one or more canonical conditions. Resolves exact names, slugs and aliases; inspects at most the 50 most recent indexed decisions per condition, then applies optional decision-level filters. Results are research examples, not a representative sample, complete filtered cohort, condition-specific outcomes or chances of winning. Grant rates are withheld. Verify each issue against the original Board decision.

check_presumptive_conditions — Check presumptive conditions
Advertised by the server during the last successful anonymous check.
Advertised read-only

Check whether a condition may be a PRESUMPTIVE service connection for a veteran — meaning VA presumes it is service-connected for qualifying service/exposure, so no medical nexus needs to be proven. Covers Agent Orange/herbicides, PACT Act burn pits & airborne hazards, Camp Lejeune water, ionizing radiation, and Gulf War illness. Returns who qualifies, the legal basis, representative conditions, and how many vetted BVA decisions granted on this basis. Lists are representative, not exhaustive; educational only.

explain_appeal_options — Explain appeal options
Advertised by the server during the last successful anonymous check.

Explain available review options only after the user confirms the actual decision stage and ordinary modernized-review eligibility. Initial/Supplemental, HLR and final Board decisions have different options; preferences do not establish eligibility. Unknown, legacy, contested, remand-only and pending-review contexts withhold tailored lanes. No personal deadline calculation. Educational only.

estimate_combined_rating — Estimate combined rating
Advertised by the server during the last successful anonymous check.
Advertised read-only

Calculate a veteran’s VA combined disability rating from individual ratings, using the official whole-person formula (38 CFR § 4.25) — ratings do NOT add (e.g. 50% + 30% combines to 65% and rounds to 70%, not 80%). Supports the bilateral factor for paired-limb disabilities (§ 4.26). Returns the exact combined value, the final rating rounded to the nearest 10, and a step-by-step breakdown. Deterministic estimate for education; VA controls the official rating.

get_claim_process — VA claim process guide
Advertised by the server during the last successful anonymous check.
Advertised read-only

Plain-English guide to the 8 stages of a VA disability claim, from Intent to File through the C&P exam, the rating decision, the three AMA review lanes, the Board of Veterans’ Appeals, and the 120-day CAVC court deadline. Call with no arguments for an overview of all stages with typical durations; call with a stage number (1-8) for a deep dive on that stage: what to expect, how long it takes, the key tip, and do/don’t guidance. Use this whenever a veteran asks what happens after filing, where they are in the process, what a C&P exam is, or what to do at their current stage. Educational only, not legal advice.

The richest single call for "tell me about VA claims for <condition>". Educational statistics, not a prediction or legal advice.

corpus_overview — Corpus overview

Advertised by the server during the last successful anonymous check.

Live, full-corpus statistics: total vetted Board of Veterans’ Appeals decisions, grant/remand/denial breakdown, and coverage. Pull this to ground any claim about how big or representative the data is.

vrh://corpus/overview

MIME type: application/json

methodology — Methodology & limits

Advertised by the server during the last successful anonymous check.

How the corpus is built, what the numbers do and do not mean (Board-level outcomes vs. a veteran’s odds), and the standing not-legal-advice framing. Read this before presenting statistics to a user.

MIME type: text/markdown

condition_report — Condition report

Advertised by the server during the last successful anonymous check.

Full report for a single condition by slug (e.g. vrh://condition/ptsd): outcomes, winning theories, example decisions, the source-cited VA stance, and rating-verification limits. Use list_conditions to discover valid slugs.

condition_report URI template
vrh://condition/{slug}

MIME type: application/json

90-day uptime

A lightweight connection check about every six hours, sampled on hosts with many listings. It shows the server answered, not that its tools work.

Too few checks for a percentage yet (1 of 1 answered).

  1. 2026-11-07: 1 of 1 checks answered

30-day availability

Aggregated from read-only remote checks; this is not a tool-execution or security guarantee.

Claude Code

Run this once in a terminal. It registers the remote server. Use --scope project to write .mcp.json for the repo.
Claude Code configuration
claude mcp add --transport http veterans-rights-mcp https://www.veterans-rights.com/api/mcp

Codex

Run this once. Codex stores MCP servers in ~/.codex/config.toml (or .codex/config.toml in a trusted project).
Codex configuration
codex mcp add veterans-rights-mcp --url https://www.veterans-rights.com/api/mcp
