Proof Layer MCP

An MCP server that provides cryptographic governance receipts for AI agents. It issues Ed25519-signed, hash-chained audit trails before agent actions execute, allowing for pre-execution governance and offline verification of action verdicts like EXECUTE, BLOCK, or REVIEW.
