Noticer MCP

Noticer MCP is an open-source agent tool that verifies a single field in a public HTTPS JSON record matches an exact expected value. It operates after an agent handoff, comparing the target record against a known-good control record on the same origin. The server returns a signed PROVED, DISPROVED, or INCONCLUSIVE receipt within a 20-120 second window, providing independent evidence of the source's reported state without requiring authentication or ongoing monitoring.
