HISTOR MCP

HISTOR is a public transparency log for MCP tool definitions that reads remote endpoints, signs observations as MTL/1 labels, and appends them to an RFC 9162 Merkle log. It allows agents to check, diff, and verify tool definitions against a signed history without calling tools or storing data locally.
