HarnessScope provides turn-level governance observability for agent harnesses. It reads transcripts written by agent harnesses, judges every turn against workspace operating rules such as plan-before-code and context budget, and serves a local viewer to visualize session governance traversal. It operates locally with no LLM inside, ensuring nothing leaves the machine.
