actionpin MCP

A GitHub Actions supply-chain hardener that audits workflows for unpinned actions and builds a SHA pin plan. It identifies mutable tags and branches, reports pin status, and can rewrite unpinned actions to full commit SHAs via the GitHub API, preserving original tags as comments for readability.
